She earned a degree in Agribusiness, followed by her MBA, and entered Kentucky state government ready to learn.

Her first role as a data entry operator at the Board of Hairdressers might have appeared modest, yet it became an important foundation. She watched how regulations worked, how experienced staff handled problems, and how teamwork carried the entire office. Adaptability, patience, and steady focus became early strengths.

Growing Through Each Role and Learning How Systems Touch People

Cindy’s drive carried her to the Kentucky Cabinet for Human Resources. She entered as an accountant, then rose into a health planner role. These years brought long days and steady learning. She absorbed every detail of government operations and began to understand how programs reach families. Her commitment to progress led her to earn her Certified Management Accountant (CMA) designation, deepening her financial expertise.

A turning point arrived in May 1995, when she became a Health Planner at CHFS and was commissioned to support Governor Brereton Jones in statewide healthcare reform. Cindy handled public inquiries, helped run town forums, and addressed urgent healthcare concerns. One of her proudest moments during this period was assisting efforts to remove unscrupulous insurance companies from Kentucky. This protected residents with pre-existing conditions and reinforced her belief in positive thinking, persistence, and advocacy.

Leading a Billion-Dollar System With Confidence and Care

By late 1995, Cindy stepped into leadership as lead analyst over the Health and Family Service Cabinet at the Kentucky Legislative Research Commission. She oversaw a 13 billion dollar budget, a responsibility that required thoughtful decisions and clear communication. She learned how to manage high-stakes challenges while keeping empathy at the center of her work.

Her leadership deepened when she became Chief Financial Officer for the same multibillion-dollar CHFS budget. She introduced quick reviews on key topics that strengthened productivity and helped teams work faster and more accurately. Cindy built an environment defined by trust and collaboration. She encouraged her staff, listened closely, and helped them gain confidence in their own roles.

A Milestone That Continues to Support Thousands of Children

Among her most meaningful contributions is the creation of the Kentucky Children’s Health Insurance Program (KCHIP). In 1998 Kentucky received 200 million dollars in Federal funds, and Cindy helped turn those dollars into a long-term program that continues to serve the state.

Today it brings in more than $200 million each year and supports over 85,000 indigent children with health coverage they would struggle to access otherwise. This program stands as one of the most powerful accomplishments of her career.

Guiding Technology and Transition With Practical Insight

During her years guiding the Cabinet for Health and Family Services, Cindy worked closely with a dedicated IT team that followed emerging tools and prepared the Cabinet for transitions. She knew system upgrades required funding, patience, and awareness. She stays deeply engaged with global developments and tracks evolving technology, especially the movement of AI. She believes innovation improves workplaces while still requiring human judgment and care.

Cindy continues this mindset in her current life. She spends long hours on the internet, studying world changes that may influence her work and her clients. She adjusts business goals as conditions shift and welcomes transformation with openness.

Expanding Her Path Through Insurance and Community Work

In 2018, Cindy became a licensed insurance agent. This step widened her professional world. She has sold home, Medicare, and life insurance across the United States, helping people understand their options with clarity and compassion. Today she continues this work as a Licensed Insurance Agent at The Murray Group. For Cindy this role carries meaning, because each conversation allows her to guide someone toward stability and informed choices.

Alongside this work, she helps oversee a new horse breeding and sales farm, adding another layer to her already diverse career. She moves between these responsibilities with the same grounded focus she relied on during her government years.
